What is Going on in Venezuela?

1. The right gained the majority in the National Assembly, AN, (from the Spanish, Asamblea Nacional, AN) in December 2015.
2. Its primary objective since its installation in Parliament has been to unseat President Nicolas Maduro.
3. To that end, the right spent FOUR months debating the method to oust the President, considering at least the following:
a. To demand his renunciation.
b. To prosecute him.
c. To declare him mentally unfit.
d. To annul his election for being a Colombian.
e. A Constitutional amendment and/or reform to cut short his Presidential term.
f. Constituent.
g. Social pressure from the streets.
h. Referendum to revoke.
4. Only at the end of April, did they decide to start the process of requesting a revocation.
a. Initiating the revocation mechanism in April, rather than January, when half of the Presidential Constitutional term was reached, the right did not have time to finalize it in 2016, because the periods set forth in the norms that regulate its activation and convoking, establish a process that lasts more than 260 days.
b. Undertaking this referendum in 2017 means that, if successful, the person who would complete the Presidential term would be his Executive Vice-President, which means that a Chavista would complete the Presidential term until 2019.
5. In these months, the National Assembly decided not to comply with the rulings of the Supreme Tribunal of Justice that annulled their unconstitutional activities. Due to their lack of compliance, the Supreme Tribunal ruled to annul all the acts of the AN until they began to do what was right, and obey the Constitution.
6. In spite of everything, President Nicolas Maduro has always called the opposition to a national dialogue to peaceful and politically solve the conflicts.
a. He asked UNASUR to facilitate these dialogues, with the participation of the former Presidents Rodriguez Zapatero, Martin Torrijos and Leonel Fernandez.
b. As a condition the right asked that the Vatican be included, which was promptly accepted by President Maduro.
c. All attempts at dialogue have failed up to now, due to the internal contradictions of the opposition.
7. To call for a referendum, the right had to first get the signatures of 1% of the electoral registry, to legitimize the political organizations that promote the referendum. On accomplishing this first step, they had to gather the signatures of 20% of the registry, according to what is established by the Constitution of Venezuela.
8. The right had only to gather 195,000 signatures to meet the 1% requirement, yet, the right presented to the CNE 1,957,779 signatures, of which at least 605,727 fraudulent signatures were identified in the auditing where the right and the Revolution were represented, including:
- 10,995 dead persons.
- 53,658 persons that are not inscribed in the Electoral Registry.
- 3,003 minors under the age of 18.
- 1,335 persons disqualified for serious crimes (homicides, narcotics, robberies, fraud, sexual abuse).
- More than 9 thousand complaints of identity theft were presented in all the states.
9. Even though the CNE found these irregularities, accepted by the commission appointed by the right to review the signatures, the CNE nonetheless called for the process of collecting the 20% of the signatures for the 26th, 27th and 28th of October, with the cautionary notice that they would submit the fraudulent registrations to judicial investigation.
10. On Thursday October 20th, seven national tribunals of different states of Venezuela, based on complaints by affected citizens, issued preventive measures directing the CNE to suspend all processes generated as a result of the collection of the signatures of the 1% because massive identify theft had become evident. Complying with these judicial orders, the CNE suspended the collection of the signatures of the 20%.
11. The right reacted, accusing the Government of President Maduro of having accomplished a Coup d'Etat, but did not deal with its leadership responsibility with respect to the fraud in the signatures of the 1%.
12.On Sunday, October 23rd, the National Assembly had an extraordinary meeting, openly declaring themselves in "rebellion" and adopted the following resolutions:
a. They declared that President Nicolas Maduro had accomplished a Coup d'Etat and broken with the Constitutional order.
b. That a request be made of all international organisms to apply sanctions against Venezuela.
c. That a complaint be filed in the International Criminal Court against the leadership of the CNE and the judges who suspended the revocation process.
d. That the leaders of the CNE and magistrates of the Supreme Tribunal of Justice be removed.
e. To rule on the supposed double nationality of President Maduro, and to dismiss him.
f. To rule on the alleged abandonment of duties by President Maduro, and to dismiss him.
13. Questions to consider:
a. Who conducted the Coup, and against whom?
b. Whether the right committed fraud in the collection of the signatures of 1% and yet the Government is the responsible party?
c. Is the right seeking to justify a large scale foreign intervention with the excuse of the suspension of the revocation and of a supposed humanitarian crisis?
d. Can a Parliament that disobeys judicial orders dismiss electoral leaders or magistrates of the Supreme Tribunal of the country just because they oversee the fulfillment of the Constitution and protect the whole nation from a fraud against popular sovereignty?
e. Is it not a Coup d'Etat where the Parliament dares to ignore all the authorities and the decisions of the other Public Powers; and also seeks their destruction through unconstitutional means?
f. While the National Assembly is in session, President Maduro is on tour through the OPEP and other countries working on agreements to stabilize the international price of petroleum, the primary basis of the Venezuelan economy. Is not in fact a coup-like action to seek the removal of a President for abandoning his duties when it is public and well known by all that he is fully exercising his duties as the head of State, that President Maduro is?
g. The people in the streets will defend their Constitution, their Revolution and their legitimate President.
